Recordkeeping >

HSG can develop all records necessary for you to track your facility’s activities and comply with your air permit. We can also maintain, update and/or review those records for you on a regular basis.

Reporting > 

HSG can develop and prepare all air compliance reports required by your air permit. These may include Title V Semi-annual Monitoring Reports and Annual Compliance Certifications, NESHAP reports, NSPS reports, VOC usage reports, production reports, CEMS quarterly reports, upset condition reports, and SSM reports, among others. We can also review and critique reports you have prepared yourself.

Plan Development and Preparation > 

NESHAP standards and other permit requirements often mandate the submittal of parametric monitoring plans, test plans, SSM plans, and Risk Management Plans, among others. HSG can develop and prepare required plans in a manner that enhances your compliance efforts.

Air Compliance Reviews >

HSG’s rare blend of experience makes us uniquely qualified to review your facility’s compliance activities and provide you with a report detailing your compliance status and identifying improvements that are necessary to ensure you are fully compliant with your air permit and all applicable regulations. Our staff includes a former state agency air inspector and enforcement/compliance manager, and three former facility environmental managers, making HSG singularly qualified to perform your compliance review.

Stack Test Report Review >

Through its subsidiary, AirTech Environmental Consultants, HSG can review your emission test reports to identify potential problems with test methodology, technique, and calculations. Our testing expert has more than twenty years of direct, hands-on emissions testing experience. You should not accept a failing result on an emissions test without an extensive review of the report, and the underlying test details, to identify possible issues and/or alternative approaches. 

Air Enforcement Responses >

Because HSG has extensive experience on both sides of the air enforcement process, we can assist you in responding to inspections and enforcement actions, up to and including negotiating proposed Consent Orders. We can review your case, prepare a mitigating response, and directly engage with the state and/or the EPA to resolve your situation in a reasonable manner – with a reasonable penalty. After an enforcement action has resulted in a compliance order, such as a consent order or a consent decree, we can track your compliance efforts and prepare all required reports and associated compliance documentation.

Boiler MACT Compliance >  

HSG prides itself on its Boiler MACT expertise. Through its subsidiary, AirTech Environmental Consultants, we provide Boiler MACT tune-ups, semi-annual and annual compliance report preparation, and report submission into CEDRI using the EPA’s Electronic Reporting Tool (ERT). 

Compliance-Oriented Air Permit Review >

HSG works with you during the permit application stage of the permitting process to develop suggested specific conditions that are tailored to your facility. Then, we review your draft air permit at every stage (i.e., pre-draft, draft, and pre-final) to ensure that compliance requirements are clear, easy to understand, and drafted in such a way that your facility can comply with them with as little revamping of your existing administrative practices as possible. If you already have an air permit but find that compliance is often burdensome or a challenge, we can review that permit at any time to determine if small, allowable changes to the requirements could streamline your compliance efforts.

Extensions and Alternative Compliance Demonstrations >

Whether you need an extension to an existing deadline, approval of a different emissions testing method, or have some other regulatory need that requires agency approval, HSG can work with you to ensure that all your requests are technically sound and supported. We can work with the regulatory agency on your behalf to reach a reasonable solution that supports your business needs.

HSG can prepare and submit your Air Emissions Inventories, SARA Title II, and SARA Title III - Form R Reports. We have extensive experience in this area, and we can even do onsite reviews to ensure all reportable chemicals are addressed in the required reports.
