Jeffrey Woosley - Senior Technical Consultant

Mr. Woosley is the Senior Technical Consultant for AirTech Environmental Consultants, LLC (AirTech), a sister-company to HSG Environmental Consultants, LLC.  He has more than 20 years of experience working with industrial facilities in 17 states.  He previously served as the Air Division Manager for a nationally-recognized stack testing firm, becoming one of the longest tenured air emissions testers in the country.  He has attained the elite status of Qualified Source Testing Individual (QSTI).  Mr. Woosley’s experience gives him a unique ability to blend facility operational factors with permit compliance across a wide range of emission source applications.

Experience

Air Emissions Testing and Consulting
Mr. Woosley has participated in a wide variety of air emissions testing and consulting projects at industrial facilities across the country, including pulp and paper, wood products, chemical, steel, rubber manufacturing, electroplating, and natural gas transmission, among many others. In his previous role, he became proficient in both criteria and HAP pollutant testing, utilizing Code of Federal Regulation (CFR) promulgated test methods, CFR alternate test methods, CFR conditional test methods, and National Council of Air and Stream Improvement (NCASI) test methods. In addition, he was involved in numerous long-term projects for the development of emission factors and permit limits, tailoring each project to meet its intended objective. He is a recognized expert in testing methodologies and calculations, Continuous Emissions Monitoring Systems (CEMS) operation and requirements, and development of alternative emission factors.

Mr. Woosley’s role at AirTech offers client services rarely seen in the environmental consulting industry. Since joining AirTech, he has been able to offer HSG/AirTech clients a wide array of on-site services, including:

• Performing boiler tune-ups to meet the requirements of Boiler MACT,

• Providing on-site assistance during MACT required performance testing, including testing firm supervision and facility compliance assistance,

• Providing on-site testing and technical assistance at a coal fired facility to determine performance of newly installed low NOx burners,

• Performed an on-site, long term NOx trial in support of control equipment (SCR) installation,

• Developed a NOx predictive emissions monitoring plan, including PEMS development, 30-day compliance demonstration and model amendment, completion of model RATA and report preparation. This was the first such plan submitted to and accepted by the ADEQ,

• Provided on-site testing to verify operation of a newly rebuilt electrostatic precipitator.

In addition to on-site support, Mr. Woosley’s previous experience allows him to provide unique insight into compliance reporting, review and amendment of source testing requirements and reports, preparation of compliance spreadsheets, test plans, monitoring plans, CEMS QA/QC plans, and the Electronic Reporting Tool preparation, among others. He also has experience in minor source air permitting, regulations tracking, and permit compliance notifications and reports.
