We work to ensure that your new or modified permit is structured such that your facility, to the extent possible, does not have to implement major changes to existing procedures in order to maintain compliance. After carefully preparing your permit application, HSG reviews the permit at every stage of development—pre-draft, draft, pre-final, and final—to ensure that there are no surprises for you. We work closely with the regulatory authority and communicate with them regularly so that they know what you need, as well. Performed air dispersion modeling for industrial clients to determine compliance with National Ambient Air Quality Standards and state-specific air toxics standards.

Pulp and PaperMACT I & II >

Assisted pulp and paper mills located in Arkansas and Louisiana with MACT I (i.e., Cluster Rule) and MACT II permitting and compliance efforts.

Strategic Planning >  

Strategic planning with industrial clients to develop air permitting approaches and compliance strategies for new facilities and those anticipating major modification. 

Title V/PSD Permits >

Prepared Title V/PSD permit applications for facilities in Arkansas, Oklahoma, Mississippi, and Louisiana. Prepared PSD required BACT analyses for facilities in Arkansas, Oklahoma, Louisiana, Mississippi, and Virginia.

Developed PSD application to support $830MM expansion of fertilizer facility in Arkansas. Project included BACT analyses for multiple sources/pollutants and detailed ambient air quality analyses (i.e., air dispersion modeling).

Prepared multiple PSD permit applications to support major expansion projects at wood products plants in Arkansas.

Provided technical and regulatory assistance with Title V/PSD permit application for greenfield paper mill in Arkansas.

Evaluating Environmental Impacts > 

Evaluated potential environmental impacts of the operation of co-generation units at a facility including emissions estimates and evaluation of control equipment options related to PSD requirements.

Air Emission Studies >

Conducted air emission studies and related statistical analyses to determine site-specific BACT limits for major source facilities in Arkansas and Oklahoma.

Petition for Alternative Procedures >

Assisted industrial park in Oklahoma in petitioning the EPA and state environmental agency to provide single-property alternative(s) for ambient air impact analysis procedures.

SIP Air Permit Modification Applications >

Prepared numerous SIP air permit modification applications for a facility that processes high density workover and completion fluids (brines). Modeled hydrogen chloride emissions for the design of air emission control equipment/stack construction.

Continuous Emissions Monitoring Plans >

Developed a study plan which utilized Continuous Emissions Monitoring data for carbon monoxide emissions to develop permit limits.

Emissions Inventory Reports >

Developed Emissions Inventory Reports and EIQ’s for facilities in Arkansas, Oklahoma, Louisiana, North Carolina, Texas, and Missouri. 

Conducted emissions inventories for 18 paper products facilities in 15 states; developed permit applications addressing newly promulgated MACT regulations.
